  • Businesses operate only from registered premises
  • Due diligence defences are available for compliant businesses
  • Makes it an offence for a person aged 18 or over to purchase a NVP for someone under the age of 18 (‘commonly known as proxy purchase;
  • Consumer protection measures are in place
